Russia warns NATO it could use nuclear arms if Kaliningrad is cut off
A diplomatic memo claims the alliance is preparing an air and naval blockade of the Baltic exclave; Secretary-General Mark Rutte told Moscow to stop the nuclear threats.

Russia has warned NATO it is prepared to use its entire arsenal, including nuclear weapons, if the alliance tries to isolate the Baltic exclave of Kaliningrad, according to a diplomatic document sent to member states and reported Wednesday.
The memo claimed Moscow has “information that NATO is preparing an air and naval blockade of Kaliningrad.” Bordered by Poland and Lithuania — both NATO members — the Russian territory on the Baltic Sea hosts Russia’s Baltic Fleet and nuclear-capable Iskander missiles, making any talk of cutting it off especially sensitive more than four and a half years into Moscow’s full-scale war in Ukraine.
NATO Secretary-General Mark Rutte rejected the framing, saying the alliance is defensive, that the document was unhelpful and that Russia should “stop the nuclear threats.” He also downplayed the odds of a direct clash, saying Russian President Vladimir Putin “knows that he can never win” in a full escalation with NATO. The exchange lands as Poland has raised its air-defence posture after alleged airspace incidents and Danish authorities said a Russian warship fired flares near a Danish military helicopter over the Baltic two weeks earlier.
Allied capitals are likely to read the note as coercive signalling aimed at European publics rather than a new operational plan — but the language still raises the nuclear temperature around a narrow geography where NATO and Russian forces sit almost back-to-back. How far exercises, air policing and naval patrols in the Baltic are framed as “blockade preparation” will shape whether this remains rhetoric or becomes a lasting crisis file.
