Volodymyr Zelenskyy has accused Russia of breaking the "energy ceasefire" President Donald Trump declared Sunday within hours, telling the Warsaw Security Forum via video link Monday that Moscow struck Ukrainian energy infrastructure overnight.

According to Ukrainian officials, the overnight attacks included a jet-powered Shahed drone hitting a gas production facility at midnight and strikes on Kharkiv's CHP-5 power plant and a petrol station. Zelenskyy said Ukraine had not attacked Russian refineries overnight and would honor a ceasefire if Moscow did, calling the strikes "Putin's answer to President Trump."

Moscow has not publicly confirmed any ceasefire agreement or responded to the allegation. The "energy ceasefire" remains Trump's assertion alone: Zelenskyy said Sunday the announcement was "news to me."

Meanwhile, EU foreign ministers adopted a new sanctions package covering 1,569 individuals and entities — including 826 Russian companies — bringing total EU listings to nearly 4,600. EU foreign policy chief Kaja Kallas said she saw no sign Russia would respect a pause.

For Canada, the split matters: Ottawa's Russia sanctions regime now sits between a Washington easing pressure and a Brussels tightening it, with the country's 1.4-million-strong Ukrainian-Canadian community watching closely. Continued strikes on Russian refining also feed into Canadian diesel and heating costs ahead of winter.
